I've only seen phish once. They are pretty great live. My older brother has been to countless phish shows from the early '90s till today, as well as hundreds of other shows including a lot of GD. He said one of the best shows he's ever been to was the Phish halloween show from 2010, largely in part to the amazing vibes and the awesome scene. I wouldn't put them in the top 10 all-time live acts but they might be the best live act to see these days.

That's too funny--I was going to say Phish--they're the only band I'll pay money to see. Manilow was just a cheap cop-out, although I did have the severe misfortune of seeing him live once.
